Elections 2019

Elections to be held during the Annual General Meeting on Wednesday, April 10th, at 5:00pm in Dunton 2017.

Each year at the local's Annual General Meeting (AGM), CUPE 4600 elects its Executive Board, Trustees, and a variety of Council and delegate positions from within the union’s membership.

This election is an important one for all CUPE 4600 members! With the contracts for all 3200 Teaching Assistants, internally-funded Research Assistants, and Contract Instructors expiring in August, the Executive members elected at the AGM will guide the local through the next round of collective bargaining with Carleton management. A number of the individuals elected at the AGM, including the President, VP Internal, and Unit VPs, will serve on the bargaining teams representing you in negotiations with management this fall.

Please note there is a change to the nomination process for this year's elections. Nominees are invited to share details about their candidacy prior to the election. See #5 'When is the nomination period?' below for more details.

1. What Executive Board positions are open for election?

  • President

  • Vice-President Internal

  • Vice-President External

  • Vice-President Unit 1

  • Vice President Unit 2

  • Secretary-Treasurer

  • Recording Secretary

  • Chief Steward Unit 1

  • Chief Steward Unit 2

 

2. What Executive Council positions are open for election?

  • Health & Safety Committee Co-Chairs (1 from each Unit)

  • Personal Safety Representative

  • Human Rights Representative

  • Equity Trustee

  • CUPE Council Delegates (3)

4. When and where will the elections take place?

Elections will take place during the Annual General Meeting on Wednesday, April 10th, at 5:00pm in Dunton 2017.

 

5. When is the nomination period?

Nominations for all positions shall be received up to, and including, the Annual General Meeting. No nomination shall be considered for a member not in attendance at the AGM or who has not filed in writing with the Chief Electoral Officer (CEO) their consent to be nominated, duly witnessed by another member.

If nominees would like to have information about their candidacy posted on the union website, they can submit a photo and a 500 word max statement to info@cupe4600.ca. These materials can be sent to the union at any point between now and 4:00pm on Monday, April 8th. 

 

6. Who can be nominated?

All nominees must be members in good standing of the union as of May 1st, 2018. A member in good standing either:

  • currently holds a bargaining unit position and has paid their dues to CUPE 4600; or

  • has held a Unit 1 TA/RA position within the past 12 months and/or has priority; or

  • has held a Unit 2 CI position within the preceding 24 months.

The following positions are only open to Unit 1 members:

  • Vice-President Unit 1

  • Chief Steward Unit 1

  • 1 Health & Safety Committee Co-Chair

The following positions are only open to Unit 2 members:

  • Vice-President Unit 2

  • Chief Steward Unit 2

  • 1 Health & Safety Committee Co-Chair

Any potential candidates nominated for election must be present at the AGM or have submitted, in writing to the CEO, their consent to be nominated, duly witnessed by another member.

 

7. Can more than one person hold a position? 

The positions of Vice-President Internal, Vice-President External, Vice-President Unit 1, Vice-President Unit 2, Chief Steward Unit 1 and Chief Steward Unit 2 can be shared by two people as a co-position.

If two individuals wish to be jointly nominated for a position, they must declare their desire to do so prior to the start of the election.

Any honoraria attached to the position will be split equally between the two elected individuals.

If, after being elected, one of the two people sharing a position resigns or otherwise no longer holds their position, the shared position will be declared vacant and a by-election held. 

 

8. How long are the terms of office?

The term of office for all positions elected at the AGM is one year, from May 1st, 2019 to April 30th, 2020. 

 

9. What is the time commitment and workload for Executive positions?

CUPE 4600 is the largest union on campus, representing nearly 3200 workers. Taking on the role of a CUPE 4600 Executive member is a significant responsibility and involves not inconsiderable amounts of time, energy, and commitment. Beyond the enormous task of defending and advancing the concerns of the thousands of TAs and Contract Instructors at Carleton, Executive members are responsible for ensuring the smooth and democratic operations of the local, including managing staff, resources, and finances, and initiating and participating in a variety of campaigns on-campus and off. Any individuals interested in standing for election for any of the above positions are strongly encouraged to review CUPE 4600’s Bylaws, particularly Articles 4, 5, 7, 8, 9, and 10.

 

10. Is there an honorarium?

Executive Board Members serving from May 1st, 2019 to April 30th, 2020, will be compensated $897.12 per month minus taxes for each month they serve in their position.

Additionally, Unit 2 (CI) members receive a 0.5 seniority credit for each term they serve in an elected Board or Council position.

Bargaining Team members receive a base compensation rate of $150 per month, plus $21.42/hr of work up to a maximum of $150/day. Both amounts cannot exceed $750/month.
